1. Open up a new document with a white background. I am using 500x500 pixels. Press “D” to reset your colors.

2. Now go to Filter > Texture > Grain and use these settings:

3. Now go to Filter > Artistic > Neon Glow with these settings and use color #00FF00:

4. Go to Filter > Stylize > Glowing Edges with these settings:

Now you’re done and should have something very similar to this:
