This tutorial will show you how to do a basic 3px Border.
1. Select the very top layer. Then select “Create New Layer”, if you don't know where that is, here is a screen shot to show you.

2. Then select a light colour (like light green or yellow), grab the paint bucket and colour the layer (The colours I have circled are the best colours to use. I‘m going to be using a light green)

3. Edit > Stroke > With the settings:
Width: 3 px
Colour: Whatever colour you want
Location: Inside
Mode: Normal
Opacity: 100%
Click Okay

4. Edit > Stroke > With the settings:
Width: 2 px
Colour: Whatever colour you want
Location: Inside
Mode: Normal
Opacity: 100%
Click Okay

5. Edit > Stroke > With the settings:
Width: 3 px
Colour: Whatever colour you used for step 3
Location: Inside
Mode: Normal
Opacity: 100%
Click Okay

6. Grab the Magic Erase Tool. If you don’t see it, here is a screen shot of where it is

Up the top you’ll see (Here is a screen to help you out)

Tolerance: 32
Anti-aliased: Don’t tick, if it’s ticked, un-tick it
Contiguous: tick, if it’s un-ticked, tick it
Use All Layers: tick, if it’s ticked un-tick it
Opacity: 100%
7. Now click on the Light colour you selected for Step 2.
Now it should be gone, and you should have something that looks like this

And that’s how you do a basic 3px Border
